Senegal and Luxembourg strengthen digital cooperation to boost the development of the FinTech ecosystem

On March 1, 2026, Senegal's Minister of Communications, Telecommunications, and Digital Economy, Alioune Sall, received Ms. Laure Hubert, Ambassador of the Grand Duchy of Luxembourg, accompanied by a representative of LuxDev, the Luxembourg development agency. The meeting focused on strengthening bilateral cooperation in the digital field and exploring initiatives of great importance for the development of Senegal's digital economy.

Discussions highlighted the importance of developing a structured and competitive FinTech ecosystem in Senegal. Key priorities included improving the regulatory framework to support innovation while maintaining financial stability, promoting regional cooperation within the WAEMU to ensure scalability and interoperability, and integrating finance, digital innovation, and cybersecurity. These actions are in line with Senegal's vision of leveraging digital transformation to increase financial inclusion, modernize regulation, and enhance regional competitiveness.

The Luxembourg delegation presented plans to establish a Digital Skills Reference Center, organized as a public-private partnership. The center is intended to serve as a convergence hub connecting academia, start-ups, and businesses, as a training facility for strategic professions such as cybersecurity, and as a catalyst for youth employment and innovation-driven growth. Luxembourg emphasized that this initiative will complement existing digital infrastructure projects in Senegal, in particular the Digital Technology Park (PTN), ensuring a coherent and sustainable ecosystem.

Minister Sall emphasized that these initiatives are part of Senegal's New Technological Agreement, a national action plan for digital transformation. He also referred to the implementation on November 20 of the Start-up Act, which recognizes and structures high-potential start-ups and entrepreneurship support structures (SAE), strengthens the attractiveness of the ecosystem, and prepares a fund of funds mechanism to mobilize investments in line with Senegal's priorities for 2050.

The proposed Digital Skills and Innovation Center is expected to consolidate the country's growing digital ecosystem by creating strong links between skills development, innovation, financing, and regulatory reform. The meeting marks a significant step towards strengthening the strategic partnership between Senegal and Luxembourg in support of an inclusive, sovereign, and value-based digital economy.
